If you look at Willcox's image, Where and When to the e-3 parts go on the column? I remember sliding them off and handing them to my step-son with the instruction, set these down together, but I don't remember when they came off. Yeah, should have taken pictures. But got in a hurry as we almost had the horn problem tracked down.
Please help!

Those are spacers(flat washers), and what is basically a short piece of heater hose....a "bumper" for the tele part of the column. It acts as a cushion when moving the steering wheel down towards the column. One spacer in, then the rubber piece, then the other spacer. It all goes on after the lock plate and clip are installed.
