Unknown Wire

I just replaced my speedometer cable, while I was putting the steering column back up I found a wire connector coming out from the steering column from the steering wheel location. It is flat with 3 wires (orange, blue and black) I think and the connector is a flat circuit board looking connector total length of the wire is maybe about a foot. So I am guessing it connects to something under the dash but I have no idea what? (horns?) No cruise control, turn signals work and brights so I know it does not belong to those...

Any thoughts???

I beleive that would be the plug that the cruise sw on the column would plug into if you had cruise

So they put the wire in just in case you are going to add cruise...???
