Not sure on the 70s cars but on the later cars, I think it may be for your water diverter valve that contols water going to the heater core. These valves are vacuum controlled. Just a guess but its worth a look. The valve itself should be on the passengers side of the engine bay. Trace the heater hoses from under the car and you should find it.

There are no heater hoses on this car, the heater core is in place and I am not sure of its condition. I will pull it out and check it. I want to put air conditioning in the car so I need to replace some of that stuff anyway.
I have only just got this car and am trying to fix all the things that are wrong, - a big list.

If the heater hoses are missing, its a good bet that the vacuum hose you are talking about is for the vacuum water valve. On my 1982 the water hose comes out of the back of the block near the distrubutor and goes to the valve. When the vacuum releases the valve to allow water to flow, it flows through the valve to one of the heater hoses. Is there a plugged outlet in the rear of the block near the distributor that could be the water outlet. The other heater hose will feed from the water pump and go directly to the heater core.. at least thats the way it worked on the later C3s.

There were no vac control heater shut off valves on the earliers 70's vettes. They just used a big flap in the heater box to divert the hot air from the cool. They always had some leakage so that is why they started using the water shut off in the 80's and later. The 78s and later may have had them too.

The hose is likely on of the vac hoses for the flapper or the flow controls for defrost , heater and vent.
If it had A/C it could go to the A/C control valve which was also vac!
If the air does not move from the dash top, to vent to floor with the control, it is likely where this hose goes.
I have a 77 it looks just like the hose that goes to my heater water control valve on the passanger side near heater box. It goes through the firewall to a control valve behind passagers dash and acuated by the temp control lever on the center counsole
