I fixed it! I had the headlight switch vacuum lines switched. Headlights are back to normal. Unfortunately, when I tried to remove the headlight switch knob, I pulled it completely off the stem. I can deal with that.
Wipers. They work! In a moment of desperation, I decided to reverse the electrical connection to the wiper switch (i.e. turn it over). That fixed it. I hooked it up wrong when I put the dash back together. I think the original problem with the wipers was the switch solenoid that's mounted on the back of the tach (I replaced that and the relay that's under the console).
I think I qualify for that PHD in taking things apart and a GED in putting them back together.

Don't feel bad, I got my headlight switch hoses backwards too when I did my interior
. Oh well ya got a 50 50 chance the way I figure it
