2 ideas....the spring on the regulator is prolly broken, or the weatherstrip needs to be cleaned/lubed.

Do you know if there is a way to put more tension on the spring? I don't think its broken.

I assume you have electric windows?  I had this issue recently on my drivers side and after researching it and pulling the inner panel and feeling around, determined that the window regulator teeth were almost stripped at the end of the travel.  I was hoping it was the gear on the motor as that it easy to replace, but no luck. Apparently this is a common issue as you can buy a hardened plate with the teeth only (to save a few bucks), but you end up having to pull the entire regulator to install it.  I ended up purchasing and replacing the entire regulator.  It was a lot of work, but not quite as bad as I thought after carefully following instructions off the websites (corvette central and zip have these, but I got my regulator off of ebay).  It was also a chance to fix some worn out things in the door channels, etc and now that window works great.  So far passenger side is working fine and I have no plans to do anything on that right now.

Maybe your issue will be different and easier.  If you do have to replace the regulator and decide to do it yourself, pay close attention to the instructions for locking the regulator in place for both removal and installation.  You can hurt yourself bad if you don't do this.
