I think it should work like that, too. I think the problem of having 12v on both wires is the pump itself is not cycling, even tho the solenoid is kicking in("click"). Once the solenoid kicks in, it will hold that ground until the pump cycles completely, and the little arm comes around to click the solenoid ground terminal loose. Then it will release the ground. On the other style pump, all it needs is 12v, and a ground. It can be controlled either from 12v, OR the ground side. Using the original switch on the dash, you would run 12v(key ON only) to the pump, then the ground side would go to the blue wire at the wiper motor. Once you push the "Wash" switch on the dash, it will ground the pump, and pump water. With this set-up, you will have to HOLD the switch down as long as you wanted the washer pump to pump.
