There is a vacuum diverter valve under the dash by your knees that is used to keep the doors open for repairs once the vacuum bleeds down. One for the lights, one for the wipers. There may be a difficulty with it also. You can also operate the doors by hand from under the car for lights, and the rubber plug on the diaphragm canister for the wiper door can be pulled out and the ram pushed by hand/finger to open the door. Just push it down when done, and replace the plug.

The problem will be your Actuator Relay. I had a similar problem but it was with the headlight door. I replaced the check valve thinking it might be the problem. NO!
Turned out to be the new Actuator relay that was faulty.
You can also check your wiper door Actuator with a vacuum tester. The outside vacuum hose towards the front of the car will close the door with vacuum suction, and the inside towards the windshield will open the door.
On a 68 you only have one actuator valve for your headlights. You probably have two. If you can block off this and use this same actuator for your wiper doors(which is the same actuator) then you can determine what the problem is. A very easy process.

Replaced vacuum check valve...problem solved.
