Could it be up behind the tach/speed-o cluster, at the top? That's where the wiper vacuum solenoid is, and the wiring diagram shows the relay in the same area.
Can anyone confirm or deny this?

My best friend's sister's cousin's boyfirend said that's the locatiojn, but it's not verified....

He's not looking for the vacuum relay valve, I don't think. He's looking for the wiper relay. It is electrical...

The windshield wiper relay is located under the front of the console. It is screwed to to the front of the console support. Remove the right side console extension and you should be able to feel it inside the console close to the floor.
Soooo the switch operates the relay under the console which operates the soleniod behind the tacho which allows vacuum to operate the vacuum relay in the passenger fender which operates the wiper door actuator (only if the limit switches and vacuum limit switch in the wiper bay are working.)
I got it now.
