Did you get a wiring diagram from Adam's Apple (Joel)?
That will help you troubleshoot many problems.

It's prolly gonna be the switch, or a short in the wiring from the switch to the wiper motor...or the motor itself.
If you can, try disconnecting the switch first. If they still run, then the problem is most likely the motor. Does the washer pump run all the time too?
