Yet another horn question

Help me make sure I'm headed in the right direction....

Tile and Telescope:  With the horn button, upper contact and all shims removed, I can see the lower contact (just the spring, the other parts are out).

Am I correct that I should be able to jump from the spring to the large center bolt that hold the wheel guts together and make the horn beep?

BTW, I still haven't fixed my flasher switch, or got it started this week, but first things first.
