THE STEERING WHEEL MOVES UP AND DOWN AND SIDE TO SIDE BUT DOES NOT MOVE IN AND OUT. THE CAR WAS CONVERTED FROM LEFT TO RIGHT HAND DRIVE SO COULD A BEARING OR SOMETHING NOT HAVE BEEN REPLACED WHEN REASSEMBLED?

The tilt telescoping wheel has 4 bolts way down in the column under the tilt piviots. When these come loose the entire column will wobble. I don't know if that your problem or not. Look at the column and see if the piviot moves around when you wobble the wheel. If you do need to tear the column apart, you can check the telescopic gear at that time.
