Plastic rivets. Don't break 'em! You'll just need to remove the three phillips screws that hold the horn contact and shim in place. Then remove the two small screws that hold the tele lock ring. Mark the star screw's original orientation so you know where you started from and then give it a clockwise twist a notch or two. Put the tele lock ring back on and test operation.
Note: the horn contact will only go back on one way correctly. Notice the vertical line at the top center.

Ok. I took my horn button off and it looked just like the pictures. Why do I have to disconnect the battery? Is it because the horn will go off when I remove the three screws? and after I take off that part should I have my tab in a certain position?

The horn will blow when you try to remove the center piece...the one with the plastic rivets in it...you will probably also get quite a shock when it does! Those things will "bite" ya!
Turn the tele lock ring("tab") all the way to the left(c-clock-wise) first, then remove the two screws. Using a phillips head screwdriver, turn the star-wheel a notch to the right(clock-wise) until you have two holes line back up with the lock ring. Install the screws, and turn the lock-ring to "lock". It should get a little snug at about the 12 noon position, and then tighten up fully before it gets all the way to the right and bottoms. You may need to just loosely re-install the steering wheel and nut to test it, to make sure it will lock, and fully release also. If it doesn't seem to lock, then start over, and move the star-wheel one more notch to the right. One adjustment notch should do it, but two will definitely do it, unless there is another problem.

Oh...and make sure you keep track of the "spacers" under the horn ring when you take it off. Keep them all exactly as they are when you take it off...try to not get them separated, and mixed up. Wrap a piece of tape around the thing, and that will keep them all together.

Please don't tell me I have to "loosely" remove my steering wheel. I can't find my puller. I've looked everywhere. I think I loaned it to some one.If I don't have to do that I'll be able to do this. With an 82 when I reconnect my batt. will it do anything to my computer settings?

No, you will not need to remove the steering wheel.

Sorry...brain fart...the wheel should still be connected.

Disconnecting the battery will do no harm to anything. At the most, the engine may idle funny for a few minutes, but that's about it.

One more question before I go out and do this. Those shims you talk about. Are they going to want to fall out? Should I be ready to catch them?If I tape them together can I just leave them taped when I put them back in?

Nope, nothing is going to fall out. What I do is just loosen the three screws completely but don't pull them out just jet. After the screws are loosened, pull the ring, shims, and screws out together as a unit. Put it back in the same way. Note the vertical line at the top of the ring in one of the pictures in one of the posts above.
