Un hook the battery first. Not sure about yours, but some of them you push down on the middle and turn counter clockwise and it is in your hand. Watch for springs and other flying parts.

It's a circular configuration of bent metal tabs to receive the horn button. If these fail to have enough resistance to hold the button in place, you might try bending them out ever so slightly. If thats not working you may have to replace that one piece.
