How can one tell if the idler arm is shot? 

 How about the Tie Rod ends?

Grab the idler arm by where it connects to the drag/steering link. Push it up & down. If it moves up/down more than about 1/4", it is worn. Most idlers will have some play, even new ones. 1/4" is about the average max.
The tie rod ends should have NO play in them, up/down-side/side. You will be able to twist them slightly, but that is ok.

Like Joel said, get the front end off the ground, grab the tire and try to turn it. If you see movement in the tie rod replace it.
