I have a dumb question.  How can one determine where the play in steering system is coming from.  I just removed my pwr steering and returned my car to its original manual steering.  It is definately better than it was, but still has some play.  I tightened up both the lash and preload on the steering box, but I still can move the steering wheel about an inch or so around neutral with the car sitting still.  I don't to know whether to replace the steering box, or replace all the front end ball joints/bushings.  I jacked the front end up and can feel a little play when wiggling the tire, but I don't know how much is normal.  Any Ideas?  Or should I just start replacing everything.

By no means do you have to replace everything, maybe.

A tiny amount of play in every part will add up to a lot of slop.  But unlock the steering wheel, reach under the hood and gently turn the steering shaft into the steering box while watching the output (pinion)  If they have a delay between the two the steering box needs adjusted more, or repaired.  If you adjust it too tight the car will not return properly to straight ahead, and tend to wander as a result.

If the play is not in the box, have someone slowly turn the steering wheel back and forth a few inches while watching the steering linkages.  If the parts have some play, you will be able to see it if you watch close.  Some very small amount of play is acceptable, but it will affect the steering.  Several joints with a small amount a play adds up to quite a bit.

Don't forget to check all of the suspension bushings as well.

Dumb question, but...have you checked the rag-joint between the column shaft and the gearbox?

Rag joint is new, the PO had it replaced.  I have done the things suggested by kstyer above, but I guess my eyes aren't good enough to detect where the play is.  I have trouble telling when the pitman arm starts to move, vs all the joints.  I guess I could try and feel it move while turning the steering shaft back and forth.  Should I do that with the car raised off the ground so the wheels are free to move, or is it better with the wheels on the ground?

Saddly it sounds like it needs a new steering box??maybe. Sometimes when you try to adjust the steering box to tighten the steering wheel  you damage the worm gears in the steering box. Usually this happens on an old steering box. I bought four (4) from Ecklers, all bad. Finally I ordered one from the factory that makes them. Price is $459.00 and it cost $165.00 to have it replaced. My problem is solved, good luck. Gene

I must say Ecklers did pay me back $300.00 cost for some of the repair work. I like Eckler's although I have have had some bad luck with their parts. Anyone else?

Thanks for the advice!  I think I found the problem with my steering slop.  When I rotate the steering input shaft, the bottom of the output shaft (where pitman arm attaches) moves back and forth laterally before it starts rotating.  So that means the bushings in the box are worn out.  I am going to have mine rebuilt by Gary Ramadei.  He blueprints them to beyond factory new specs.  I'll let you know how it turns out.
