I have a '78 L82 and have no problem checking the power steering fluid other than it's mounted low and having to reach in. The real headache is changing the belt since that gets done from underneath for the power steering, but that's not needed so often.
You may find the power steering belt is stretched a bit. This allows the pump to sit in a different position. In the best of conditions the cap is a tight fit. Try lifting it slightly, then moving it forward, then lift and tilt to get it out. You may want to loosed the power steering pump, move it slightly inward and see if it will come out. If so, get a new belt. But you could have the wrong bracket.
You will find you will probably need a funnel to fill the power steering no matter what.

Try reaching under the bracket or belt and unscrew the cap with your fingers, lift it out and push it to the left, until you do this a few times you will drop the cap. Its almost the same method in reverse to get it back in. To add fluid get a long stem oil funnel. It aint easy, been there, good luck. Gene
