Are you saying your timing mark is bouncing around while reving the engine? If that's what you mean, it could be the bushings in the dist, the weights/pins worn, or the springs shot. What kind of distributor is it? Point(stock), HEI, aftermarket?
If you mean the tachometer is bouncing, that could be a cable that needs lubed.

Did it do this before changing the springs, or do you know?
The pins for the weights may be worn, as well as the holes in the weights. The advance mechanism may also be sticky, and not moving smoothly.
Are you sure your timing light is not acting up?
