The check valve for the system is usually the cause of winkies, but you could also have a problem with that particular headlight vacuum relay.
The check-valve is in the vacuum line, just as it comes off of the engine, behind the carb. It has one line going in, and two coming out. It is basically a one-way valve, allowing vac, to flow in the engine direction, but not the other way. If that valve is leaking, it can cause a loss of vac., and let the headlights, or wiper door to pop open.
The more common problem would be the vac. relay for that headlight.

Not that I can add anything to Joels wisdom but I agree.  It's absence of vacuum to the relay that causes the lights to raise. Check for a loose or cracked vacuum hose going to the top of the relay where the metal nipple is. Crossfire19822009-08-08 18:39:20

I have a friend who has the same problem, sometimes they both go up,  then they don't go up at all and I'll have to push em up by hand,  then at times one will go up and other won't and visa versa, I've looked everything over and can't seem to find anything wrong, weird, and it only seems to happen in cold weather...any clue's?
