You'll need a puller to get the balancer off. You can rent one from most parts houses, if you don't have one, or don't want to buy one. They should also have a tool to re-install the balancer, which makes it much easier to put on than the usual method of "gently tapping with a 16 pound sledge hammer"...
Try to find one that is fairly short in overall length, as there isn't a ton of room to work with up there...it just makes it a little less frustrating if you have a short puller. I'd go ahead and remove the fan...it gives a lot more free space to work in, and it'll keep you from slicing your hand up.
You will want to replace the balancer seal while you are there. It just pops out, and the new one taps in with a hammer.
The balancer is keyed onto the crank snout...there is a groove in the balancer hub and crank, with the metal key that fits into the groove/slot on the crank. Make sure to line the groove in the balancer up with the keyway before you press the balancer on.

Other than that, it's mostly just remove/replace.

Thank you Joel, all good tips.  Autozone here has a special tool use, I will check w/ them on the puller, if not I will go to the Harbor Freight store we have here and buy one.

Autozone has them.  ( I work there part time on Sunday)
 
Only one thing to add.  When the balancer is out of whack you can create vibration, and when it gets bad enough and goes on long enough, it can cause damage to the front crank bearing.   Unusual, but it can happen.  You can also develop crankshaft damage.
 
Don't take chances.  Change that rascal.

Getting my game plan together, will order all the parts soon.  No vibration that I can feel.  Now I don't even want to start the car, but I cannot let it sit that long w/o running it.   It has most likely been this way for a while.  I seem to be doing nothing but working on the car and that is getting old.  You know how it is, it will not just be the balancer once I get into it.
