I went and replaced my points system with a Pertronix II . The car runs
fine but, it will idle up to about 1100RPM once it gets warmed up. The
timimg is set to 4 deg BTDC at idle. After letting it sit for a short
time and restarting it will idle @ 600-700RPM were it should, but then
idle back up after running/driving a while. I've checked the choke and
fast idle cam for sticking and they are just fine. Kinda stuck here,
any ideas?

Are you sure it's not sucking air from somewhere?
What kind of carb do you have? Sounds like gas is leaking inside the carb somewhere. Doesn't take much of a leak to raise the idle.

Put a timing light on the car and see if the timing changes when the idle raises. Advanced timing will cause the speed increase.

I don't know. If it wasn't doing it before the pertronix then I would suspect the problem lies with the new ignition piece. I'm memory serves correctly the pertronix II has a built in timing computer and that may be causing it to flucuate.
