You said some spots are hotter than others. Are you using an IR temperature sensor? Not sure what year your Corvette is but it could be a partially or fully plugged catalytic converter causing the heat. Is the heat riser functioning properly?

Did you replace the foil covered tunnel insulation under the body and over the transmission? Also there is a foam insert you can squeeze between the firewall and top of the bell housing. Does a great job on my 72' for heat. No headers on mine, just stock.
You can have the headers coated by Jet Hot and that will eliminate a lot of the heat under the hood.

Going out on a limb here - but is it possible that there are some blockages in the water jacket passages on that side?
Had overheating issues with the '28 Model A when we were getting it running again after a 30+ year slumber. A thorough flushing of the block did force out a bunch of crud but evidently not enough, a rebuild of the water pump didn't fix it neither did a new radiator. It wasn't until the head was pulled that we discovered crud blocking several of the water jacket passages. A combination of air pressure and water pressure cleared out a bunch more crud and after getting everything back together it never overheated again.
