Both bolts same length.

See if the bolt tightens down without the bracket attached.

Tried that! No luck.  Next step pull the intake and tap the hole,  have never done before so I'll take to a friend that does this for a living. Thanks for the help.

Your friend that does it for a living is your best way. He will also know how to install the helli coil right.

If all else fails try a B.F.H...!!! 
 
Sometimes a nudge with a rubber mallet is enough to loosen things up.

You can also try using a gasket scraper and tap it into the front corners to help the start.

Regarding prying with a screwdriver, I wouldn't. They break real easy.
Use the crow bar.
