No, a bad/ruptured mod. would cause the trans to either not shift at all, or shift very late, depending on the type of trans(350-400), and the nature of the failure.

If you have a 350-400-700R4, and it just downshifts on its own, the most likely cause would be governor gear wear/damage. This would also keep the trans from shifting at all, except manually. If there is just wear on the gear, it may still upshift OK at times, and then not at other times. If the gear is damaged, as in teeth stripped, it would only shift at high RPMS, manually.

Update:

Got my car back yesterday and all I can say is, I'm glad I have a great mechanic. First the vacuum modulator valve was apparently OK, 02 sensor OK; he couldn't explain the smoke coming from the exhaust or the shifting problem because neither occured while he  had the vehicle. Nor have either occured since I got the vehicle back (I am considering the possibility of having experienced visual hallucinations).

I did have a power steering leak which was repaired and a bad alternator which was rebuilt and reinstalled. He said that would account for the dead battery, not just sitting in storage. He also replaced a fan belt and installed a shift indicator. Anti-freeze good to -35. I've been driving her around and so far, she is running great.  Go figure.  Hopefully I can focus on more innocuous questions for the rest of the winter

Those are called FLASHBACKS,I wouldn't remember the 70s at all if it weren't for these drug induced phenominon,of course that is when I was young and foolish. I was at the original WOODSTOCK but I don't remember a thing that went on there  No seriously what were we talking about,oh never mind

You may suspect the valve seals.  They may have leaked while sitting and allowed some oil into the engine.

Three weeks is not too long for the car to sit.  Mine often does that with no problems.

Wow, Paul sounds like you caught a lucky break not only did you have hallucinations (you were trippin dude) but your car turned out to be okay.
Being a flower child of the 70's myself I think that's pretty groovy man!
