I'm trying to figure this out without throwing all kinds of money at it.First.It's a 1982CE with the CF setup.Car in park, engine cold.Start engine. It idles at 1,000 RPM.I keep my eye on the tack, pointer drops to 950 then right back up.Then right back down.Does thie several the srays at 950 then drops the 900 the back to 950.It does this quickly(jumps) does this several times finall it settles down to 900 and that's where it stays.Does this tell you anything? No check engine light.I had it checked awhilr ago and no codes.Thanks.Confused

You have either a vacuum leak, or the IAC(Idle Air Control) motor is gummy, or failing.
A vac. leak would cause the IAC to try to stabilize the idle, creating the up/down idle, until it finds a happy medium.
If the IAC motor, or the pintle inside, is sticking, or gummy, it will do the same thing. You can remove the IAC from the injector(throttle) body, and clean it with some brake cleaner, and see if there is a ton of crud on it, and in the hole it threads into on the throttle body. Sometimes just a good cleaning will fix the issue, sometimes it just needs replacing.
A new IAC must be "learned" the correct idle speed. The service manual will have the correct procedure for doing this.
Check that thing for a vacuum leak, too.

Do both FI have an IAC.Where are they on the FI and do both FI's have them, what do thwy look like? How do you want me to check for a Vac. leak the old fashined way with a can of carb cleaner?.I hope I described my first post correctly. When it changes idle speed its done in the snap of a finger.I think I got my RPMs wrong. Its at 1200 and drops to 1000 then back, five or six times then lowers to 1000 drops to 900 again 5-6 times, then from 900 to 800 then it finally settles to a constant idle of 950rpm.Way to high. Thanks Joel,zgator2007-03-05 13:10:37

My CrossFire typically does something similar on start-up.. eventually it settles on an idle of about 700 RPMs though.  Anything less than that and it gets really choppy.  I didn't think 900RPMs was very high myself.

The idle air controllers are located on the front side of the throttle bodies.  They look like big hex nuts that screw into the front of the throttle body.  There is an electrical connection that goes to the back of the IAC.  There is a tab that has to be lifted before the electrical connector can be disconnected.  Once the connector is off, the IAC can be unscrewed using a 1 1/4 inch wrench. Due to the cramped  spaces (isnt everything cramped in these cars?) it may be a little difficult to get a wrench on the IACs but it can be done.  There is a fiber washer between the IAC and throttle body and must be in place when you reinstall.  when you clean the IAC, just clean the part that proturdes out of the IAC body, spring loaded plunger and dont spray cleaner into the inside of the IAC as it's essentially an electric motor inside.  Don't screw the plunger in or out while you clean it.  Throttle body cleaner can be sprayed into the hole in the throttle body where the IAC screws into to clean out any gunk inside.  You can see it squirting through to inside of the throttle body. the throat of the throttle body can be cleaned of any gunk where the throttle plate rests at idle.
