That is for the hot air intake. It's purpose is to let warm air into the intake when the engine is cold, and allow the engine to get to operating temp quicker.
There is a vacuum operated "flapper" valve on the top of the air cleaner that the hot air hose connects to. It opens and closes according to air temp. The air temp sensor is in the bottom of the air cleaner base, and has two hoses on it. One from the carb, or intake manifold, that supplies vacuum. The other goes to the "flapper" valve to open it.

BTW, the the duct missing from your air cleaner to the air inlet by the radiator is a cheap and worthwhile investment to replace...
