It holds the plug wires against the block for shielding. Yow will need to put it back on from under the car.

My illustrious colleges are correct, it looks like the drivers side lower ignition shield, also known as the boomerang shield by some. The hole shown at the top is installed with the rear motor mount bolt and the slotted section is held to the block by a 1/4" bolt I believe. The shield covers the front two plugs wires, #'s 1 and 3 in this case as they drop down out of the rear vertical shield and go back up through the motor mount to the plugs. See the other recent post regarding installation of those two wires. There should be another shield for the passenger side, simular but opposite hand. That one is usually a little harder to get at because of the starter. If installed correctly, the bottom bend of the shield should just about line up with the engine block drain plugs. I've had to remove this shielding on several cars to drain old coolant out of the block.
