That's the starting point. Turn both screws equally in or out to create the peak engine RPM. If you have a vacuum gauge look at peak vacuum as well. You will find a small area, perhaps 1/4 to 1/2 turn where it doesn't seem to make any difference. Turn the screws in without slowing down the engine or dropping the vacuum. Factory spec say to turn the screws until the RPM drops an additional 50 RPM. This is for emissions. It will run cleaner, but will run a bit better if you don't drop the extra 50.

Turn the screws in one at a time a 1/4 turn at a time untill the engine slows down(you will hear this) them
back the screws out 1 turn. You will have a smooth idle.

Steve, your method is a good starting point, and it will idle okay, but you could be a bit rich at idle.
