What does the choke light really do? I thought the choke wire is a 12v all the time? So what does the light really tell you?

The choke light really should only come on if there is a problem with the circuit, such as a blown fuse, a short, or open, in the circuit.
It's basically just a "Hey! Look at ME!" thing, to get you attention, so you can check it out, and fix a problem. Similar to the "Check Engine" lite...

I guess I should add that most of the time, the choke is not the only thing on the circuit, so a problem in one of the other items could cause the light to shine. According to the wiring diagram, the choke on your '80 car runs thru a "Choke Heater" relay, but the fuse doesn't power anything else.
So...your light could be on simply due to a blown fuse, or a lost ground at the relay(or a bad relay), or the gauge panel printed circuit board.
Or maybe the choke is unplugged, or the choke coil is bad...so many possibilities...
The good thing is, it doesn't affect anything else...it's just annoying!
