I am pa emmissions certified . All c3's can be made exempt by applying for classic tags . Also if you drive less than 5k miles per year you are eligible for an emmissions waver . The im program is not a problem .If however you do not choose to meet these conditions get your wallet ready depending on just how good your inspectors eyesight is . A worn engine is just not going to cut it . The smallest vacuum leaks, worn carb shafts ,valves, wires adnauseum ,etc ! you get the idea . You should be very thankful that there was a hell raised in hbg to wrest control of the testing program away from out of state contractors . Just check the mess in the state of NJ .

Thanks for the reply. Currently I have an antique plate on my car
which only allows me 2500 miles a year. I would like to put true
dual exhaust on and make some hp modifications without a air pump.Sounds good thanks jim anderson/stingraybs

There is also a provision for vehicles driven less that 5k miles per year . You can get an exemption from the test ,or get a set of classic tags and you are also exempt from the test . While there are driving restrictions ,the majority of owners do not tend to use these vehicles for daily transportation . The police do not make it a habit of running around checking who drove what and how far . Pennsylvania laws are not too restrictive if you just do a little research into the situation .

Hey Jim:
I'm not exactly sure what the survey states but it's interesting to learn how states are treating our classics! It could be a boom for emission system rebuilders!
