Gas tank bracket

Vette(s): 1969 Corvette Stingray Convertible. Just bought it from my uncle who owned it since 1971. Fathom green, green interior. 350/300, T400.

OK need a little help. The long removable bracket that goes from one side of the frame to the other, does the concave part go upwards or downwards? I don't remember and I need to know which side to glue the tar paper to.
