I've a Holley list 4555 for the 70 LT1, which I acquired for my replica motor.
My issue today: I don't remember there being a ball in the vacuum secondary when I dismantled it (to ensure the carbie is correctly jetted, etc. [which it is]). But now that I've put one in from the Holley rebuild kit, the secondary seems 'sticky' when operated manually.
The carbie is not installed on my Vette yet.
And now I've put the Holley quick change kit on (with new diaphragm), and it seems even 'stickier'. Looking at the instructions Holley puts out for the 4150 quick change, it states the ball came with 'some' carbies.
All of which begs the question: should the 4555 have the ball in, or not?

The wee ball is there to keep the secondary diaphragm from popping in case of a back-fire. It will also slow down the opening of the secondaries slightly, to keep from having a "bog" when they open. The secondaries will open quicker if the ball is not there, but then you have no back-fire protection. IT is true that not all Hollies had it. Imma thinking the HP set-ups, like the LT-1, prolly did NOT have the ball. I'd say take it out, unless you are having a problem with the engine back-firing regularly.
