The new emissions testing starts this year in Pa. I have a 1975 coupe and yes it is modifyed some. I was told that I can apply for a collectable tag and get away from the emissions bull crap. Why they picking on the old cars ? Must be a money thing
My car has a 383 with Hooker side pipes and other goodies just to mention a few. If anyone has a answer please let me know. I told my wife that now I have to buy another Vette. She did not like that one bit

Consider yourselves to be very lucky. We've been stuck with emissions testing here in Milwaukee, WI for 15 years. In addition we are forced to use the "cleaner" burning ethanol which the EPA jammed down our throats around 3 years ago. For those who aren't familiar with ethanol, it burns fast and hot so you end up with higher head temperatures, lousy performance, and plenty of detonation problems. And, after all of this they are scratching their heads and wondering why air quality hasn't improved, in spite of the university studies that show that the pollution is migrating up the shoreline from Chicago. This should be no surprise though considering the EPA blames the automobile for just about every form of pollution. 
The really unbelievable thing though is that when I applied for my collector plates they told me that my '69 would have to go through testing. I have my doubts that a '69 could pass testing the day it came from the factory! Let alone after being modified. Fortunately there are loopholes that some of us are able to slip through!
The latest thing is that they advise us, via the media nearly every summer day, that we shouldn't use our lawn mowers when its hot outside due to pollution concerns. Bear in mind that I have lived in Milwaukee over 30 years and I have never seen any form of smog. Sounds like politics as usual.
Forgive me for injecting more than my 2 cents worth but never take it for granted that no one is telling you that you can no longer drive your C3!!!

i had to pass emission test every year when i lived in NJ years ago. i would have to retard the timingb and turn in the idle screws until it would barely run. after it would pass i would reset everything back to where it was and drive it all year like that.

The way I read in the paper is that all cars 1996 and newer will be checked using their onboard computer. I think everything else gets a visual check. So if your car is supposed to have a cat and it does not you will have to get one. The only way around is that you could have a hollow cat, because they do not check the tailpipe emission.
