If there is a loose connection in the gauge with a poor ground or high resistance due to corrosion, the gauge will read too high.  With no connection at all it will read way past full.   With a short somewhere it will read too low.

Usually a gauge too low is a bad sending unit or a heavy float.

To test for restricted vents, just drive with the gas cap a bit loose.  That will allow the tank to vent.  If it cures the problem, the tank is not venting.  Then check the hose or the cannister.

Sorry I missed this !  I usually put about  4 to 8 0z in a tankful ever so often. In your case now dump a small bottle in a full tank of gas, it won't hurt anything.
