Not sure I'm understanding the term "formula", but I'll try...and since this is a '68 - '82 Corvette site, I'll do that.
For '68-'71
1 = Chevy Motor Division
9 = Corvette
4 = V8 engine
67/37 = Convertible/Coupe
6th digit = last number of year model
S = St. Louis
XXXXXX =sequential build/serial number(including a "check" digit as the first character)
For '72 - '80
1Z = Chev Corvette
67/37 = Convertible/Coupe(87 beginning in 1978 for coupes)
5th digit = Engine type(LT1, L82, etc)
6th digit = last number of model year(except 1980, which used the letter "A")
S = St. Louis
XXXXXX = Build number(including a "check" digit as the first character)

OK, the 17 VIN decoder has character Weights and a Transliteration Key...

What possible purpose does this information suit? Is it more a mathematical deal, or does it actually translate into something on the vehicle? I'm soooooo confused!

If you are just trying to find an algorithm to determine if a 13-digit vin is VALID like a 17-digit vin has, you won't find one. They didn't start doing that until the 17-digit one came into use.

So there is no way to get a vin report on my 1978 corvette because it has a 13 character vin correct?
