If you are just looking to see if your car is legit, maybe. GM didn't put the engine size into the VIN until '72, so you won't be able to determine what engine it had from the VIN.

Ask him to show you all the bills for past work done by shops. They usually put the milage on the bill somewhere. The date and milage should show if there is anything amiss.
Your state DMV might be able to give you some data.
