Thanks so much. I've been trying to find out for weeks. Does this ad any value to the car?

Nope. They were aftermarket. I believe they were offered sometime back in the '80's.
Now if it was attached to a genuine Duntov Turbo Corvette it would be worth something.
*I forgot to add. That steering wheel was originally designed and put on the '80 Duntov Turbo Corvette as pictured below. Notice the 4 spoke design? *

My Son-in-Lawe works for the Company that made this wheel. It is indeed the signature of Zora Arkus Duntov and its worth is priceless to the owner of the car that sports this wheel!! I have one myself. You cannot get them anymore!! (Not new, anyway).
