Sorry if this is a repeat question, I looked through the forum and couldnt find the answer. Is there an agency or service that can provide documentation on my car?

None that anyone I know of is aware. Only those Corvettes made in Bowling Green have that option (a limited number of '82s and all Vettes after that). Records there are on file but if St. Louis built Corvettes kept records, no one has ever found them.
Your only hope is the broadcast sheet (tank sticker) and/or original invoice, bill of sale, dealer order sheet, etc.

There is a place to get build sheets(tank stickers) back to 1977. It is posted in another thread. That's probably not all the "documentation" you're looking for, but it doesn't matter...it's not available for your '70 from them anyway.
The best thing you can try is a title search for previuos owners...sometimes, if you can locate them, they do have some paperwork for the car. I did a search on my car, and traced it back to the original owner...it was bought in Indiana, and then the owner moved here to Texas a few years later, and sold the car. So...even tho the car wasn't sold new in Texas, they could trace it back. It's worth a shot.
You can contact the local DMV for a form to apply for the title search. There is a fee, I think I paid like $35 or less. I got copies of all of the (2)titles from new, and the name of the other owner, besides the original.
Unfortunately for me, the original owner, who happens to live in this area, isn't interested in discussing the car with me...

No. The records no longer exist. Your best hope is (as posted) documentation sold with the car or original documentation from previous owners.
The tank sticker might still be on your car, but there are no guarantees it is there and no guarantees whether what might be there is legible. Copies of build sheets (actually copies of the Corvette order) have been found tucked in the wiring behind the speedo/tach; tucked in the wiring behind the center console; behind either kick panel; tucked in the springs under a seat; and under the carpet in the rear storage area. Some of the later cars (78 and up) have had build sheets tucked in the rear spring mount, but this has not been documented on any of the earlier cars. You might also find various assembly line markings on your car for options. PB and PS show up on the cowl; AC has also been found. It doesn't hurt to pay attention to any such markings you might find.
The numbers stamped on the pad at the front of the right head will identify the engine and the assembly date of the engine. The VIN derivitive will tell which car the engine was originally installed in. The trim tag on the driver's hinge post will list the original exterior and interior colors and the date the trim tag was attached on the assembly line (upper right corner).
