Yes he has. Tel us one thing. Does the back window open like a hatch back and if it does check the vin the seventh diget should be a 7 if it is then it's a CE. I'm just telling you so you don't make a $$$$ mistake. The ONLY 82 made that was a special was the CE thats it. Me think the seller is an uninformed non Corvette guy.

If someone painted 75 Vettes a special color, he could call it a Special Edition, but it wasn't done by GM.
Heck, mine is an '82 special edition, with the red, white and blue.LOL

It is probably a collectors edition, a nice car but not the rarity the seller claims. As Zgator stated above, the collector edition had a special serial number, if memory serves correctly the sixth digit should be 0 and the seventh should be 7.  The collector editions are beautiful vehicles but if it requires much in the way of interior restoration have your friend to check prices before he buys, the CE "stuff" is usually much more expensive than for a plain old 82 like I have.  If it requires a repaint, the decal kit alone can easily add an addition $1000.00 to the paint price.

Vette(s): 1982 C3 Collectors Edition 44000 miles, sat in the sun most of its life, My wife purchased it for me for Father's Day in 2007 from her girlfriend that had it for 19 years. It is on the road again. I'm retired but it is now my daily driver.
I have a CE needs paint & insides redone Decal kit is $1300, Paint depends on what you want.  Inside lots.  I will have $6000 in the car and most of that is not engine or drive parts.  Yes everything is more suspensive.  Even the glass tops & hood are different and they are not available from anywhere that I can find.  Luckily mine are in great shape.  So if it is a CE the hood and glass tops are original then it is possible to resort it.  But then there are the wheels they are hard to come by also.   I guess the bottom line is if it does not have the wheels, glass, and hood of a CE the there is no way I would pay more than a non-82CE would cost because you are not going to every get it restored.

Update:  The seller was misinformed by a 3rd party, has recanted.

The run on the color was 648 units, about half with Camel and half with Charcoal (CMD-Thousand Oaks cannot distinguish the exact run on ext/int combos for that year).  That puts the count to about 324 +/-. 
 
The good news:  I've seen the car 2x, ran it, it's solid.  I have 27 years in the biz, 17 years GM experience, family worked for CMD.  The car sparked and turned from a 2 day dead cold within 1 sec, sat at 1100 RPM (with no searching) for 2 minutes until goosed, then setted at 900.  My worry was the vacuum and cross-fire nightmares that plagued this year/model/L89 motor and the constant idle wavering while the ECM would try to adjust and compensate for the vacuum issue.   
 
I may be a 'vette owner soon!  Tom has seen it via the web.  Others have too.
 
YOUR HELP?  Does anyone have a copy of the March 2005 issue of 'Corvette Enthusiast' magazine?  I'd be happy to compensate you if you decide to part with it.

The '82 engine was a "L83" not a L89.

You are correct sir.  L83 5.7 Liter CFI V8, I'm looking at the actual order code invoice that accompanies this vehicle (the original selling dealer gave the owner the actual comfirmation order sheet that GM sent via DCS, now that's rare).

82's could be a PITA but theyre really not that bad and they are serviceable. Vacuum issues are all c3's and too can be dealt with.  Personally, I think the copper is b***hin, if ya dig the car, buy it...
