what is the rear lock between the tail lights for on my 69 coupe?

It's the secret actuator for the passenger side ejection seat! 
No, really, it's the anti-theft alarm switch, an option on your '69. When switched on, it should activate when either of the doors are opened, or the hood. There is a dedicated horn at the driver side rear, close to the radio ant. If it's still there, you can see it looking up from underneath the car. It just honks at regular intervals until you turn the switch off, or the batt. goes dead. It does not interfere with the starter, or ignition of the car, it's just an annoying honk!
