Actually, the A\C cars had no Astro Vent., the system was taken out completely. (Kinda weird that they left the window graphics, though). The non-A/C cars had all the gear. This being a '71 LT-1...means it COULD NOT have A/C. I would assume your line is for the Astro Vent.

My '71 convert is fairly original and it has vacuum operated Astro Vent with the tubes pretty much as described. The other end connects to one of the heater control vacuum valves.
