Opening headlights manually

Don't know if this has been posted before but need ideas on my manual headlight switch under dash not operating! Pulling it down doesn't do anything but with ignition on, the headlight switch works fine. I removed, tested and cleaned all hoses, actuators, etc and all is good. I also tested vacuum lines to the interior with no issues so thinking possibly the manual or main headlight switch!? Any ideas? Thanks.

The over-ride switch may not have vac. connected, or connected wrong. If the lights come up and go down with the headlight switch, the problem is not likely the headlight switch...I'd be checking the hose routing to the over-ride...
