I had 80% of the dash and all of the console out last year and my '69 does not have this turnbuckle. Ed didn't mention what year his C3 is but I suspect that the early ones probably don't have this.

Sounds like a GM midproduction fix!

the adjustment for the cable on earlier c3's is on the right side of the dash. just follow the cable you can;t miss it. just a small clamp holding the cable. mine wasen't set correctly either

The General placed a shut off valve in one of the heater hoses but - duh - it only works when you turn the A/C on
. So you have heat coming in through the heater core ALL the time - even with the heat off.
Go to your local auto parts store and purchase a 3/4" heater shut off valve and install it in you heater hose. I painted mine black and installed it in an obscure area where it is not easy to see. It greatly reduces the cockpit temperature when I shut the valve.
