Vacuum Problems

Hi,
My name is Jan Gerhart. I have a 1970 convertible. I am having problems  raising the windshield wiper lid  and the headlight units. It started with the left head light unit popping up on its own. I was not able to lower it, and to raise the right side I had manually assist it. Both would not lower. Also, the windshield wiper lid does not raise. I got test info off the internet and twice used a hand vacuum pump to perform checks on each part of the system. As such, I replaced the check valve and later the relay actuator for the windshield lid. These changes did not solve my problem.
I can drop the headlight units by disconnecting the vacuum source hose and attaching it to the "yellow?" striped hose routed to the headlights. I am at a loss what to do next. I would appreciate comments.
