$15-20,000, on average, depending on actual condition, and options, mileage, etc. Decent 390hp '69s are going for around $30,000, in good/excellent condition.

$22k is prolly a good buy for the car. The original paperwork adds tremendous value...just don't let them know!
Watch for rusty frame sections, especially just in front of the rear wheels, and around the windshield frame.

Look for leaky brake calipers, another common issue. Not too bad to fix, but still an issue.

Look carefully for any bodywork that may have been done, especially around the front bumper/headlight area. Some older repairs may not have been done properly, and can cost a bundle to get right later.
There is also an issue of the front header panel rivets corroding, and pushing up thru the fiberglass, just behind the headlights. This can be a major repair.

Like Joel says, being a Northern car, look for rust and major collisions.

Does $22K seem about right if I need new paint and carpet and some other small stuff?  If it ends up being a 2 or 2- car, what price range will it fall in for resale. I only ask becasue I can not get to upside down on this project. 4jbshere2007-12-16 16:30:18

I'd have to say it s NOT a common area for cracks. The more common areas would be around the headlights, on the tops of the front fenders, and around the holes where the front/rear bumper brackets go thru the body.
That being said, my '74 did have a strange crack on the pass side, just outboard of the door glass, on the "halo" part of the body.

The fact that the car needs paint is a bargaining tool. The carpet, not so much. Carpet sets a reasonably cheap, around $200 or less. Paint, or at least a decent paint job, will set you back at least $5000, unless you have a friend in the business, and you do a lot of the disassembly yourself.
If you are buying this car for yourself, and not for resale, I'd say take care of the mechanical issues it may have first, and then save up for the body/paint as time goes by. If you are planning on turning this car for a profit, quickly, then it may not be the right car for you.
Make a lower offer of, say, $17,000, and see what happens.

Being in the biz, trust me, EVERYONE gets upside down on projects. Good street paint is 5k all day long.  BODYWORK is expensive.   Even at 18k, I see you going the wrong way on this one...
