Do the floor first & spend the extra for the good stuff.
I used a garden variety epoxy paint & it is mostly gon under the car due to tire heat. I ended up buying a full sized car mat to cover it up.
A friend of mine used U-Coat It with the flecks & gloss coating (bare floor only) & it has held up great over the years.http://www.ucoatit.com/
I am really not in the mood to sand down the floor, move everything out(again) & repaint the floor.
A more expensive option but extremely cool one is

I agree w/ Eddie, put in as many outlets as you can, including some on the ceiling for retractable drop lights & stuff. Also put in a fridge for some cold brew.

If the "flex tube" is pressure-rated I don't think it would be a problem. I was going to suggest running a 1" line using that black poly tubing that comes in 100' rolls. I know it's pressure rated and often used for water or well systems.
The problem with any line is it's size. Too small will create a pressure drop. If you put the tank on the service end of the line, a small line will take longer to refill the tank. If the tank is large enought it will off set the effect. But when you use a lot of air it will still be a problem. Just be sure to use at least 3/4 line. If it's a very long way, 1 inch is better.
Any line will be exposed to some damage. If you really want to have some serviceability and protection for the line, run a 2 or 3 inch pvc tube, and then run you lines through that. That leaves plenty of expansion room, and protects it from everything. Works very well. If you PCV is big enough you can run water supply, electric etc through the PCV. You may want two PCV lines, and seperate the electric. When the lines go bad in the future or you wish to up grade or add, it's very easy to run new line throught he PVC.

I've seen a couple near my job sitting on a loading dock in really bad shape, maybe if I cry and whimper, I can get a deal.
