9 = Last digit of year (1969)

720796 = Sequence # (vin)
The 7 is a dummy #. It means nada, zippo, nothing. It's just there to take up space. Other GM cars had higher production numbers, so they had to put something in there to fill it out. It was 4 for nine years, starting in,73, all the way to 81, with the exception of the Pace cars(78) It was also 4 in 68, and 70.

Looked in the black book. It shows that 7 is on all the vin numbers of that year. Maybe that number is to identify that year. Someone should know the truth to it.
