77 Rear Leaf Spring To Trailing Arm Bolts

There is a "cup" on the lower side of the spring, as well as one on the bottom of the trailing arm, on the steel springs for sure. The fiberglass springs have plate made onto them at the ends, where the bolts go thru. I'm not 100% sure they have the same "cups" for the cushions, but I believe they do have something there.
So, the answer to your question is yes. Perhaps the folks at Zip were saying there is normally only one needed(to be replaced) per side?

There are two of these cushion cups on each side. I think what they are suggesting is, the one on the spring itself should stay there, and not be removable, so, if you look at it that way, then you would only need the one per side that comes in the kit. However, if one(or both) of yours are damaged, you can replace them...they just don't come in the "kit". You would need to order two extra.

Another note on this...the flat "washers" that go next to the ends of the bolt/nut are rounded on one side. The rounded side goes toward the rubber cushion. If you put the flat side against the cushion, it will chew into it.

Lot's of friends call me Luke - anyway, the lower spring cups are there - they're just painted black by the manufacturer of the monoleaf spring.
