I know here at work when we need to remove weight for inbalance on our Aircraft Driveshafts they some times drill holes.
Other options are to mill or grind off material.
My uneducated guess would be it's a balance removal.

I agree with Dennis, sounds like screw holes for drag slicks to me. I did that many years ago with my 57 Chevy.

Yup...holes were drilled, and sheet metal screws would have been screwed into the bead of the tire to help hold the bead tight on the rim. This is done when running really low air pressure in slicks....without them, one good high rpm burnout would suck the beads of the tires right off of the rim. It also helps keep the tires from spinning on the rims...
It's an old trick, and still used today, tho the screws have gotten better....

If ya wanna make the rims look a little less goofy, just get some short sheet metal screws and screw them in. That way, it's not just a bunch of empty holes in the rims. Plus...you'll get lotsa questions about why they are there...and you can tell them it's to keep the tire from spinning in the rims when you blast off....

Then again....are these steel Rally rims? If they are, then the trim rings will cover the holes anyway....

Mine are machined in and not some week-end driller with slicks in mind. Very symetrical and VERY well placed. No variance in spacing. Not tapped either. I plan to have the ride at Carlisle if someone wants to peek.
Pack wisely you have a few things comming to you that will need to return home with you ....
