I can't remember WHICH of the hoses, but I hear that is important.  Chech the thread linked to above - I'm sure it was mentioned there.  As for the location, my '81 comes from the factory with an AUTOMATIC cutoff valve that mounts down low on the back side of the passenger side fender well.  For whatever reason, it wasn't doing its job.  Anyway, I just removed the automatic valve and replaced it with a cheap MANUAL one, in the same location in the hose.  It's also down low where it doesn't show that easily from the top.

I chose not to put a manual shut off valve into the heater hoses like some
had suggested when I was having my issues several years ago. I just went
to the nearby Chevy dealer and purchased a new one to replace the one
that wasn't working. If I remember right it was around $25.00 give or
take some. But remember that was 2 years ago. Since then the
automatic heater shut off has been working fine.

I know each model year is different, but my experience mimics that of ammo6.  I put a manual cutoff valve in my heater hose and that solved ALL of my cockpit heat problems.   That may be all you need to do.

I have done the same- installed a shut off valve between the heater core and the engine block, and i will tell you, the car was totally comfortable since i did it. What a difference! you might want to do that before ripping apart your interior putting insulation in. it only cost me about 20 bucks down at the local home depot! theres some posts on here about this.

I didn't test.  It seems there are only a small number of likely sources of heat in the cockpit: the cut-off valve (which I think earlier C-3s didn't even have!), leaks around the blower motor/duct in the engine compartment, catalytic converter, sidepipes. I don't have the last two and the car is in great shape ond only an '81, so I didn't expect that the seals around the blower ductwork were bad.  So, I just invested the $15 and it happened to solve my problem.

I should have said that you can narrow it down by letting the egine warm up, set the HVAC controls on Vent, cold, and fan on.  If you feel warm air coming out of the ducts, it's either the cutoff valve or leaks in the seals around the ductwork in the engine compartment.

If you find that your vents are blowing warm or hot air, even being on full cool, then its def the heating/ac system causing your heat buildup. as i posted earlier, i installed a valve spliced into the heater hose and it works great!

heres a good link that i have referred to when i did it.

I roasted when I bought my car in WI and drove it to Fla in JULY! I had the heater hose disconnected, who needs heat in Fla? Know one I know. Since it rides much cooler but I still want to put the barrier down to go another step. There's not many inches between our seats and the pavement! The guy I bought it from had done a frame off restoration but with a northern mentality. I'm sure he removed the metal heat barriers under the car. Happy driving be it hot or cool
