Start with the speedo/tach first, the pass side panel, and finish with the top pad.
I'd need to look at a vac. diagram on the headlight switch, but they should be marked with a colored ink spot...

The front port on the headlight switch goes to the over-ride switch, under the steering column, and the rear port is vac. from the engine.

Everytime I have removed and replaced the dash in the 69 (3 times), I have put the top in first because it attaches from the under side.  Then I put the drivers side in next, then the passengers side and then the center gauges.  Make sure you drop the steering column.  When you are replacing the headlight switch, make sure the ground tab is in place.  Put the vacuum lines on, start the car, test the switch to ensure that it works correctly and the headlights go up and down and go on and off.  Then you can push the dash panel in place and reattach the steering column.

The top pads are a little different for the early/mid cars...there's no fastener on the underside of the top pad on 73-77 cars. They have clips that slip into spots on the metal part of the windshield frame, and then screws along the cluster, and pass side pad to hold the front side down. There are a couple of screws at the defrost vent, too.
Sure makes it easier to remove the top pad!!
There's so many minor differences in the Shark cars, it's nice to have a place like this to be able to learn some of them. I had assumed all of the 68-77 cars would have the same dash pad assembly steps...now we know!
